Alpha was established in summer 2010, as a joint initiative by several bodies: the Jewish Agency, The Jewish Federation of Greater Metrowest and an Israeli donor. The initiative was a solution for a need that emerged in the city, at the first Ofakim conference.
The Alpha management has laid out the areas in which it plans to engage, based on the NGO's articles of association:
1. Urban Renewal – through the development of young adults communities in town, development of social businesses and encouragement of the civil society in Ofakim.
2. Changing the Immigration Balance of residents of Ofakim – encouraging IDF veterans to continue living in the city after they complete their army service, as well as young families, and attracting new groups to the city.
3. Developing Tourism – developing a new employment field tailored to the needs of the city and the region.
4. Fundraising – for specific projects, and for ongoing activity.
5. Ad hoc – special projects
