Developing a comprehensive multidisciplinary plan (multidimensional for all aspects of life) for the development of the western Negev, in order to turn it into a prosperous and attractive region; delineating the region - the Ashkelon line and south; the Ofakim line and westward; the plan will be built in cooperation with local leadership, councils and municipalities; the plan will include knowledge and ideas presented in past Negev development programs, councils and municipalities and add and innovate of its own; the plan will be formulated in coordination or at least in implementation of the authorities and authorized factors: government ministries, planning bodies, 'rehabilitation management', etc.; the complete plan will be presented to all relevant implementing factors.
