Gvanim was founded in 1994 at the initiative of the members of the urban-based kibbutz, Migvan who were involved in many communities projects in Sderot. They decided to pool resources and create an umbrella organization, which would provide a professional anchor as well as creating a sense of community that was the beginning of creating a concept of ''partnership in the delivery of services''.
