To promote settlement in social and/or geographic peripheries in Israel and increase young people's involvement in society for the benefit of social and geographic peripheries in Israel. To initiate, create, and accompany task-oriented nuclei and/or diverse community groups. To cultivate the next generation of leadership in the State of Israel, emphasizing values of social responsibility and personal example. To promote the fundamental principle that the state bears responsibility for providing basic services to its citizens to ensure dignified living conditions. To encourage government authorities, national bodies, local authorities, and government ministries to work toward promoting settlement in social and/or geographic peripheries, including through providing services to residents of social and/or geographic peripheries in Israel
