The association operates as the local branch of the Histadrut in accordance with the Histadrut constitution and bylaws, and its goals are those of the Histadrut as specified in Chapter A of the Histadrut Constitution, primarily: to unite and organize all workers living from their labor without exploiting others' work for the purpose of organizing the social, economic, cultural and organizational affairs of the working class in Israel for the building of a productive labor society in the State of Israel
